The Trump administration froze part of $6 billion in education funds that Congress had already approved last week. Normally, the funds are released yearly to fund state and local school programs on July 1. The freeze affected mainstream services such as learning English, after-school programs, teacher professional training, migrant education, and adult literacy programs.

The freeze triggered state and school district lawsuits under the Public Labor Laws Reporting System, charging Impoundment Control Act violations and unconstitutionality of the holdup. The administration measure was contested also by Republican senators, asserting the funding was vital to urban and rural core schools. The defenders claimed the withholding threatened needed staff, enrichment programs, and fair education opportunity.

State education leaders cautioned that the delay would hurt immigrant families, rural schools, and low-income students. Districts already were starting to make layoff and program cuts a reality, leaving uncertainty as school began. Both parties hated the move, labeling it a political stunt that unsettled education funding.

Faced with increasing political pressure, lawsuits, and public criticism, the administration said it would release the entire $6 billion. The Education Department promised that release would start immediately, with other oversight procedures in the works to make sure the money is spent in a way that aligns with policy goals.
