It is the first such guide published by a foreign country in collaboration with Malaysia.
The move aims to deepen transnational education partnerships between UK and Malaysian institutions at a time when Malaysia is implementing its Higher Education Plan 2026–2035. The national plan seeks to strengthen talent development and position the country as a globally recognised education hub. The UK said its strengths in higher education, research, quality assurance, and innovation align closely with these goals.
Developed by Ecctis in collaboration with the Malaysian Qualifications Agency and supported by institutions from both countries, the handbook offers practical guidance on Malaysia’s transnational education landscape. It draws on sector experience to outline good practices, common operational challenges, and key strategic decisions for institutions entering the market.
Deputy High Commissioner to Malaysia David Wallace said the guide is intended to give institutions the clarity and confidence to build long-term and responsible partnerships in the country. He added that the focus remains on maintaining academic standards, governance, and shared outcomes.
The handbook also supports the UK government’s wider International Education Strategy, which focuses on sustainability, quality, and global partnerships. The launch reinforces the UK’s effort to expand its education footprint overseas while supporting Malaysia’s ambition to strengthen its role as a regional and global education destination.
